Milwaukee County Board of Supervisors Covering Up The Corruption in The County's Disability Program (DECA)

As I said in my blog dated 6/21/06 - It is my belief that: none of the members of the Milwaukee County Board of Supervisors is interested in exposing the long standing and ongoing corruption & cover-up I believe is taking place in Milwaukee County's disability program (DECA). Even though, each of them was elected via a mandate, by the taxpayers, to "Clean-up County Government."

The reason that I say that is because: although I have repeatedly asked the entire County Board to expose and/or hold people accountable for the longstanding and ongoing corruption & cover-up I believe is taking place in the DECA Program - they have refused to do so. A refusal I believe has denied several thousand individuals with disabilities (in the DECA Program) the opportunities that the program was designed to provide for them. Opportunities that are supposed to assist those disabled individuals in becoming "eligible for employment in 'civil service' positions in Milwaukee County government" (see DECA web site - http//www.county.milwaukee.gov/display/router.asp?docid=8000 - for information on the DECA Program's stated purpose) (see: Blog - Dated Wednesday, 6/21/06 - on the lower portion of this page - for more information concerning the corruption & cover-up I believe is taking place in the DECA Program).

Important documents (located in the page's text as "PDF" links and/or at the top of this page - as "thumbnail images")

  1. Two page e-mail, to the Milwaukee County Board of Supervisors (Dated 7/3/06) - that tells them about the existence of a "blog" web site that talks about corruption taking place in county government - Available as PDF's (page 1 and page 2) and as jpeg images - on this blog page.
  2. Milwaukee County Department of Human Resources memo (Titled "Certification of additional DECA eligibles" - Dated 9/18/87) - that talks about "the formulation of a 'policy' concerning DECA candidates" - Available as a PDF (HR memo) and as a jpeg image - on this blog page or on the blog dated 6/21/06.
  3. Three page e-mail, to the Milwaukee County Board of Supervisors (Dated 6/9/02) - that tells them about corruption taking place in county government - Available as PDF's (page 1 - page 2 and page 3) and as jpeg images - on this blog page.
  4. Milwaukee County Executive Scott Walker’s letter (Dated 6/3/02) - that talks about a CD containing four “voice mail messages” - from Supervisor Mark Borkowski (a CD I believe County Executive Walker made a copy of) - Available as a PDF (Walker Letter) - on this blog page and as a jpeg image and PDF - on the blog dated 6/21/06.

Applicable quotes - by County Board Members (the byproduct of numerous e-mails, phone calls and in person conversations - asking for help)

“We have the 1987 grievance you spoke of, along with its supporting documentation.” – A voice-mail message left by Milwaukee County Supervisor Mark Borkowski, on 4/24/02, confirming the date, time and specifics of a meeting - at which I was suppose to receive a copy of a 1987 grievance. A grievance I believe caused the discriminatory Milwaukee County Department of Human Resources “policy” - referenced in a 1987 HR memo (more “policy” information available - on 6/21/06 blog). A grievance I also believe would have supported my claims concerning the corruption & cover-up in the DECA Program. I attended that meeting with Supervisor Borkowski, the Director of the DECA Program and his assistant (on 4/26/02) and at it I was told that, “they did not have the 1987 grievance and that they were not told to look for it, they were confused.”

"I will not hold those people accountable. I have to be able to work with them." - Milwaukee County Supervisor Mark Borkowski's 5/10/02 response - when asked to expose and/or hold people accountable for the corruption/cover-up in the DECA Program (see: 6/21/06 blog for his 1993 response).

“I am not going to do anything about it because: Supervisor Borkowski decided to not pursue it.” - Milwaukee County Supervisor Jim "Luigi" Schmitt’s 5/13/02 response – after receiving my 5/7/02 e-mail, and after being brought up to speed on my concerns (via: State Representative Peggy Krusick’s letter and what I told him and his assistant). Supervisor Schmitt took that stance, despite the fact that he had DECA candidates that were his constituents.

"I turned the matter over to individuals I thought could resolve the issue, and those persons told me that your concerns and assertions were being addressed. I will get back to you – in three days." - Milwaukee County Supervisor John Weishan Jr.’s 8/28/02 response - when asked (at a meeting held at St. Rafael The Archangel Church) why he ignored several e-mails, I had sent to him, asking him to expose and/or hold people accountable for the corruption/cover-up in the DECA Program. Supervisor Weishan never “got back to me.”

"I will check with some people, and I will get back to you." - Milwaukee County Supervisor Roger Quindel's 9/3/02 response - when asked to expose and/or hold people accountable for the corruption/cover-up in the DECA Program (see: 6/21/06 blog for his 1993 response). Supervisor Quindel never “got back to me.”

"I am not going to do anything because: Milwaukee County Supervisor Mark Borkowski does not want me to get involved in it. I should direct my anger toward Milwaukee County Executive Scott Walker. If County Executive Walker was not going to do anything about the matter - he nor Supervisor Borkowski could do not do anything either." - Milwaukee County Supervisor Anthony Zielinski's 9/4/02 response - when asked to expose and/or hold people accountable for the corruption/cover-up in the DECA Program. He responded in this manner, despite the fact that he was told that, “County Supervisor Mark Borkowski refused to help me, and that he (Supervisor Zielinski) had DECA candidates that were his constituents.” At the end of our conversation, Supervisor Zielinski put Supervisor Borkowski on the line – wherein Borkowski proceed to - scream at me, make several outrageous accusations and ended up hanging-up on me in the middle of my trying to respond to one of his accusations.

Lautenschlager Covers Up The Corruption in Milwaukee County's Disability Program (DECA)

It is my belief that: Attorney General Peggy A. Lautenschlager has never been interested in exposing and/or holding people accountable for the corruption I believe is taking place in government - here in Wisconsin. Even though, she promised to create an "Office of Public Integrity" to "investigate and litigate matters involving violations of public trust" as well as "wrongdoing by state or local officials" in order to "restore the public's trust in government."

The reason that I say that is because: although I have asked Attorney General Lautenschlager to expose and/or resolve the longstanding and ongoing corruption & cover-up I believe is taking place in Milwaukee County's disability program (DECA) - she refused to do so. A refusal I believe continues to deny several thousand individuals with disabilities (in the DECA Program) the opportunities that the program was designed to provide for them. Opportunities that are supposed to assist those disabled individuals in becoming "eligible for employment in 'civil service' positions in Milwaukee County government" (see: DECA web site - http//www.county.milwaukee.gov/display/router.asp?docid=8000 - for information on the DECA Program's stated purpose) (see: Blog - Dated Wednesday, 6/21/06 - on the lower portion of this page - for more information concerning the corruption & cover-up I believe is taking place in the DECA Program).

  1. Two page letter (Dated 3/23/03) - sent to AG Lautenschlager (on my behalf) by a Doctoral Candidate who was looking to use members of the DECA Program as a sample for his dissertation research study on disability harassment in the workplace - Available as PDF's (page 1 and page 2) and as jpeg images - on this blog page.
Applicable quotes - from Attorney General Peggy A. Lautenschlager

"No, I will not expose and/or resolve it. I will keep his concerns and assertions, regarding the DECA Program, on the 'back burner.'" - Wisconsin Attorney General Peggy A. Lautenschlager's 2003 response - when Wisconsin Senator Tim Carpenter's office contacted her (on my behalf), and asked her to expose and/or resolve the corruption/cover-up in the DECA Program.

"I want to establish an 'Office of Public Integrity' in order to investigate and litigate matters involving violations of public trust as well as wrongdoing by state or local officials in order to restore the public's trust in government." - one of Wisconsin Attorney General Peggy A. Lautenschlager's 2002 campaign slogans.

"Restoring the public's trust in government - ought to be the first priority of elected officials throughout Wisconsin." - one of Wisconsin Attorney General Peggy A. Lautenschlager's 2002 campaign slogans.

Corruption & Cover-Up In Milwaukee County's Disability Program (DECA)

It is my belief that: Milwaukee County Executive Scott Walker has never been interested in exposing the long standing and ongoing corruption & cover-up I believe is taking place in MilwaukeeCounty government. I also believe that: none of the members of the Milwaukee County Board of Supervisors is interested in doing so either. Even though each of them was elected via a mandate, by the taxpayers, to "Clean-up County Government."

The reason that I say that is because: although I have repeatedly asked Walker and the entire County Board to expose and/or hold people accountable for the longstanding and ongoing corruption & cover-up I believe is taking place in Milwaukee County's disability program (DECA) - they have refused to do so. A refusal I believe has denied several thousand individuals with disabilities (in the DECA Program) the opportunities that the program was designed to provide for them. Opportunities that are supposed to assist those disabled individuals in becoming "eligible for employment in 'civil service' positions in Milwaukee County government" (see DECA web site - http//www.county.milwaukee.gov/display/router.asp?docid=8000 - for information on the DECA Program's stated purpose).

All of this, due to what I believe is a longstanding, ongoing and corrupt "policy" within the Milwaukee County's Human Resources Department that was established in order to not put DECA candidates on many of the job certification lists that a department uses when deciding who to interview and/or hire.

A "policy" that I believe is the by product of "backroom politics" between the bureaucrats at the county courthouse and the officials in the union that represents the county employees.

A "policy" that I believe is in place because: it makes it much easier for the current Milwaukee County employees to change jobs (if and/or when they want to), and much harder for any of those disabled members of the DECA Program to ever get there first "civil service" job with the county - if you are able to use "backroom politics" to remove any possibility of competition.

  2. Milwaukee County Executive Scott Walker’s 2002 campaign flyer - that talks about his wanting to "shine a light" on the "corruption in county government" - Available as a PDF (Campaign Flyer) and as a jpeg image - on the this blog page.
  3. Milwaukee County Executive Scott Walker’s letter (Dated 6/3/02) - that talks about Scott Walker’s inability to “find any specific actions that he can take” regarding the corruption & cover-up I believe is taking place in the DECA Program - Available as a PDF (Walker Letter) and as a jpeg image - on the this blog page.
Applicable quotes - by County officials

"I do not, at this time, find any specific actions that I can take in regard to your case and the allegations of a 'cover-up' that you make." - Milwaukee County Executive Scott Walker's 2002 response - when asked to expose and/or hold people accountable for the corruption/cover-up in the DECA Program (See: Walker Letter - Dated 6/3/02 - Available as a PDF [ Walker Letter ] and as a jpeg image - on this blog page).

"I want to bring the actions of County government out into the open. By shining a light on County government, we will take away the hiding places so that this sort of corruption can't happen again." - Milwaukee County Executive Scott Walker's 2002 campaign slogan (See: Walker 2002 Campaign Flyer - Available as a PDF [Campaign Flyer] and as a jpeg image - on this blog page).

"No, I will not expose it." - Milwaukee County Supervisor Mark Borkowski's 1993 response - when asked to expose and/or hold people accountable for the corruption/cover-up in the DECA Program.

"I will not hold those people accountable. I have to be able to work with them." - Milwaukee County Supervisor Mark Borkowski's 2002 response - when asked to expose and/or hold people accountable for the corruption/cover-up in the DECA Program.

"No, I will not expose it. You would not believe what these people are doing behind closed doors" - Milwaukee County Supervisor Roger Quindel's 1993 response - when asked to expose and/or hold people accountable for the corruption/cover-up in the DECA Program. The "people" I believe Supervisor Quindel was referring to was his fellow Supervisors and the bureaucrats at the Milwaukee County Courthouse.

"I never said that (referring to the 1993 'behind closed doors' comment). I will check with some people, and I will get back to you." - Milwaukee County Supervisor Roger Quindel's 2002 response - when reminded of what he said in 1993, and when asked to expose and/or hold people accountable for the corruption/cover-up in the DECA Program. Supervisor Quindel never "got back to me."
